The Kerry-Lugar bill has been the source of controversy in Pakistan after being passed into US legislation. The bill offers Pakistan non-military aid to a tune of $7.5bn over five years and has sparked public outrage owing to its harsh conditions.

This post is the second of three posts and looks at the arguments in favour of the bill as championed by our very own Foreign Minister Shah Mehmood Qureshi. The speech of the Foreign Minister to the National Assembly is a long one, however I have chosen to  include it in its entirety so readers can be made fully aware of all the various  aspects and issues surrounding the bill and.
